'Seeing that' is a natural, slightly conversational way to connect evidence to a prediction in Task 4, similar to saying 'since' or 'because.' Use it to keep your response sounding fluent and less repetitive, for example: 'Seeing that the road is icy, the car could slide.' This kind of connector also helps your response flow smoothly between describing the picture and predicting the outcome.
