In Writing Task 2, use 'foster' when arguing that a policy or action helps build a positive quality, such as community spirit or cooperation. It is a stronger, more academic choice than 'help' or 'create' and shows the marker a wider vocabulary range. Example: use it when explaining why your chosen survey option benefits the community as a whole.
